OUTSTANDING DIFFICULTIES. EFFORTS FOR SOLUTION. CONVERSATIONS BY POWERS. (United Press Association—By Electric Telegraph.—Copyright.) (British Official Wireless.) Received December 21, 12 noon. RUGBY, Dec. 20. In reply to a question in the House of Commons' regarding disarmament, Captain Eden, Under-Secretary for Foreign Affairs, referred to the resolution of the Disarmament Conference which invited the Powers who were parties to the Washington and London don Naval Treaties to confer and stated that conversations accordingly had been taking place, and further efforts recently had been made by the British and American delegations to discover a solution of the outstanding difficulties. The conversations would continue, but there was no question at present of holding a meeting of these Powers. No decision had yet been taken as to holding another meeting of the five Powers who recently conferred at Geneva on the work of the Disarmament Conference. SHIPMENTS OF ARMS. EMBARGO PROPOSED. WASHINGTON, Dec. 19. President Hoover is considering sending a special message to Congress asking authority to declare embargoes on shipments of arms to countries where actual or threatened liostlities exist. Specific reference is not made to particular countries, but it comes at a time when the Administration is co-operating with Mexico, Cuba, Colombia and Uruguay in efforts to pacify Paraguay and Bolivia in their undeclared war over territorial claims in the Chaco.
