SINKING OF FRENCH SUBMARINE.
COMMANDER ACQUITTED OF NEGLIGENCE. Lieutenant-Commander Couespel du Mesnil, who was in command of the submarine Pro me thee when she sank in July with the loss of 65 lives while undergoing surface trials off Cherbourg, was acquitted by a Courtmartial. The Court found unanimously that ho had not lost his ship by negligence, and by five votes to two that lie had not hazarded his ship imprudently. By six votes to one the Court decided that he had not neglected to do everything to avoid the loss of tho vessel. His counsel, in the course of an elo 7 quent address, declared that the person really responsible for the disaster had gone down in the ship. Proceedings opened with the reading of the report drawn up by an officer a.ppointed to inquire into the accident, which expressed the opinion that it was caused by tho untimely and accidental opening of the air-vents.
