“BACKLESS” RESTRICTION. SUMNER COUNCIL’S BY-LAW. Backless bathing costumes have been barred by the Sumner Borough Council. A by-law will insist that the measurement from tire nape of the neck to the back of tlie costume should not be more than nine inches. At the last meeting of the council (says the Christchurch Star) the following report was received from a committee: “A conference of representatives from the Sumner and New Brighton Borough Councils was held on December 7. The following are tire details of tlie costume to 1* submitted to tlie respective councils:— (1) One-piece skirted costumes, without trunks, or one-piece unskirted costumes, with trunks or shorts additional; (2) measurement from hollow of the neck to the front of the costumes, six inches; (3) measurement from the nape of the neck to the hack of the costume, nine inches; (4) inside length of the slrorts, four inches; (5) the costume to lie worn by all beach bathers over twelve years of ago.”
The Mayor said it was necessary to have something laid down to define costumes which would be reasonable for use on the beach. The members of the Surf Club and of the Sunlight League had admitted to the committee that the continue described in the by-law was reasonable from every point of view. The report was approved, and it was decided to draft a by-l,aw on the lines of the report.
