OUTCAST UNDESIRABLES.

LONDON, Dec. 29.
The Times’s correspondent at Riga says that the Soviet has ordered the depopulation of all over-congested centres, beginning with Moscow, Leningrad, and Kharkolf, also the restoration of the internal passport system, which was abolished at the beginning of the revolution, when it was denounced as a police instrument designed to oppose tlio toiling masses. The depopulation decree involves the expulsion of unemployed persons, labour truants, Kulak-minded elements, speculators, traders, thieves and hooligans. It will thus release dwelling-space for bona hde proletarians, and relieve tlio scarcity of foodstuffs at industrial centres.
The destination of the outcast undesirables is not disclosed. AIL persons over the age of sixteen must possess a passport, without which it will be impossible to obtain a permanent domicile anywhere.
