LOWER RAILWAY FARES. Received October 7, 1.15 p.m. LONDON, Oct. 6. Tlie Manchester Guardian’s Moscow correspondent says that in order to attract transit traffic from Europe to the Near East, the Soviet has lowered the trans-Siberian railway fares for foreigners by 50 per cent., with further rebates for parties of 25 persons. The first-class fare from the Polish border to Manchuria is at present £36.
