FRANCO WILL WIN.

. ITALIAN CERTAINTY. Received July 27, 1.10 p.m. LONDON, July 26. The Daily Telegraph's Rome correspondent says that General Franco’s preparations for a final attack on Madrid are considered more important than non-intervention. Official circles are confident that Madrid will soon fall and that the French and British Governments will have to recognise General Franco a.g the head of Spain. Even those pessimistic of General Franco’s immediate victory have no doubt of the ultimate outcome, therefore they argue that it would be madness to agree to the withdrawal of volunteers.
