ANSWERS TO QUESTIONNAIRE. Received Julv 30, 10.15 a.m. LONDON, July 29. The Powers’ replies to the British questionnaire regarding the Spanish non-intervention proposals are coming in well. It is understood that Italy and Germany will accept the proposals except the suggestion that belligerent rights should not be granted until volunteers are substantially with-: drawn. The Russian, reply accepts, the maojrity proposals,, but insists on the withdrawal of the Moroccan troops and opposes for the present the granting of belligerent rights. INADEQUATE, SAY LOYALISTS-. VALENCIA, July 29. The Foreign Minister (Senor Giral) toltl foreign journalists that the Valencia Government supported the withdrawal of foreign volunteers, but the present British plan was inadequate as it only provided for the withdrawal of combatants who were subjects of the Governments adhering to the Non-Intervention Pact. The Sultan of Morocco had not signed the pact but tlio Moors ought to be considered non-Spanish combatants. _ He vigorously protested against granting the insurgents belligerent rights, declaring that such a step was entirely unacceptable to the Spanish Government.
