MUNICIPAL AFFAIRS
PALMERSTON NORTH CITY COUNCIL. REPORTS AND~RECOMMENDATIONS. The Palmerston North City Council met last evening. Those present were the Mayor (Mr A. E. Mansford) and Crs. J. Hodgens, M.P., R- L. C. Aitchison, G. Tremaine, J. T. J. Heatley, J. J. Stevenson, A. A. Langley, W. B. Tennent and AY. B. Cameron. Leave of absence vras granted Cr. W. Mouldey owing to illness.
The Terrace End Progressive Association forwarded congratulations on the steps taken to acquire and beautify the railway pit at Terrace End, and advised that the proposals and the plan had been unanimously approved by the association, the members of which desired to express their appreciation of the result of the survey by the city engineer and city curator. — The letter was received, the Mayor commenting that it -was gratifying to both the council and the association that the matter was being brought to a conclusion satisfactory to all parties. The Levin Borough Council advised that they were at present conducting a queen carnival in Levin, the proceeds of which were to be devoted toward extensions to the swimming baths, the children’s paddling pool, a grant to the Plunket Society, etc., and applying for the use of the Palmerston North Opera House at local rates for the purpose of staging a Maori entertainment. —On the motion of Cr. Tennent, it was decided to make a donation of the use of the Opera House for the evening, several councillors supporting the proposal in view of the "worthy nature of the aims of the carnival. The Public Works Department forwarded a copy of an Order-in-Councn authorising the laying-off of a street off Albert Street. —Received. WORKS COMMITTEE. Reports and recommendations made by the works committee were adopted as follow: —That Mr F._ Lee applied on behalf of the Communist Party for permission to hold weekly meetings on the corner adjacent to the carriers stand opposite the' War Memorial, and it was decided that the party be asked to nominate the night desired, that the names of speakers shall be submitted to the council for approval, and that at anytime an outsider desires to speak the approval of the council shall he first obtained, and that all meetings shall -be under the control of the traffic manager. That Mr A. S. Coates be allpwed, during the pleasure of the council, the free use of portion of the land recently occupied by the old gasometer, Cook Street, the council reserving the right to deposit spoil on the property, and the applicant be ' informed that the council may resume possession at any time. That the Manawatu Carriers Association advised that it desires that the rubbish tip he closed all day on Saturday, and be open on Wednesday afternoons, and it was decided that the request be given effect to. That Mr F. Gedson be granted permission to conduct a Sunday night concert in the State Theatre, subject to the usual conditions. That the traffic manager be authorised to engage extra assistance to control traffic on Wednesday, August 4, and that tlie building inspector inspect the grandstands at the Showgrounds and any _ temporary stands which the Rugby Union propose to erect for the occasion. GENERAL.
The abattoir manager (Mr ’A. M. Spilman) reported that the following stock had-been slaughtered in July: 312 cows, 115 heifers, 69 bullocks, 14 calves, 808 ewes, 707 wethers, 18 lambs and 109 pigs. The stock condemned had been 12 cows, 7 sheep a.nd 2 pigs. The fees received had totalled £332 Is 3d. Received. _ . The pound-keeper (Mr R. Toms) reported having dealt with 9 head of wandering .stock, the fees received totalling 19s—Received. The engineer reported as follows on proposals to carry out certain renovations in the Council Chambers: io strengthen the fractured brick wall at the junction with the old and nev building in the Mayor s room and effect repairs to the plaster walls, in two coats with oil-bound water col our the plaster work, and vanishing woodwork of committee room, Majors room and passage to the rtainvell i estimated to cost £bo. , committee recommended that the , ° k be done, that decision l>emg emdo.secL Reporting on proposals to P,-°Res another exit from men s conveniences in the Square, the engineer ..stated - The proposal involves cutting an opening in the northern wall and fitting door and frame, the erection of a Lick screen wall, and Poster work including the western or rear wall of the building to conform in appearance w ith the existing elevations. The estimated cost is £s4—On the recommendation of the works committee, the council decided to have the work done. A report having been presented to the works committee by the engineer that it would cost £23 to seal the entrance to McArthur Street, for half a chain, from the paved, surface of Church Street, the committee recommended that the sealing be carried out The council endorsed the recommendation and the engineer is to report on the similar intersections in the Cl On the recommendation of the engineer, the council accepted a tender of £683 14s 7d for the supply of 75 feet of four-inch mams and fittings.
