The law compels millers to mix other grains with the wheat for bread. Farmers also are obliged to send their wheat to the Government granaries to avoid waste and speculation. The people are being urged to consume rice in preference to macaroni, which is generally made from hard imported grain. The rice harvest is promising. GERMAN HARVEST. Received August 3, 12.55 p.m. BERLIN, Aug. 2. The grain harvest is estimated at from eight to 10 per cent, below last year, which was five per cent, below the average.
