The French reply to the British non-intervention proposals agrees to the resumption of control on the Franco-Spanish frontier directly similar control on the Portuguese border is certain. Belligerent rights should be granted both sides when there has been a substantial withdrawal of volunteers, but measures must be taken to prevent useless extension of the war operations to the sea. The reply adds: “Steps must also be taken to prevent the evasion of the non-intervention agreement.”
