END OF CYCLE PREDICTED. Received August 4, 12.55 p.m. WINNIPEG, Aug. 3. Lauding the spirit of the farmers in the drought-stricken areas, Hon. N. M. Rogers declares that the .situation demands one hundred per cent, relief. He cites the belief that the year marks the end of the drought cycle.
