TRANSPORT LICENSES
AUTHORITY MEETS. RENEWALS FOR ONE YEAR ONLY. A sitting of the No. 2 Transport Licensing Authority was held in Palmerston North yesterday afternoon, Air B. J. Skoglund presiding. Air AV. Scliierning (District Traffic Alanagcr) watched the interests of the Railway Department, and Air S. AlcDowell appeared for the Eeilding and District Road Transport Alliance. At the outset, Air Scliierning submitted a lengthy statement relative to services operating in direct opposition to the railways. “At the present time,” he said, “negotiations are in train for the purchase of a number of services of the class to which the Alinistor for Transport has referred, and by the end of the current licensing year the position will be very different from what it is to-day. By that time, the business of carrying goods between tlio principal cities and towns of the Dominion will be conducted under single ownership conditions, and this is a consideration which, it is submitted, ought to he taken into account as relevant’ to the present renewal applications. It is submitted that it is not reasonably practicable for any Licensing Authority to estimate the 'extent to which the proposed service is necessary or desirable in the public interest’ except so far as the present date is concerned. It is thought that even at the present dato it could be shown that the continued operation of the service as at present conducted is unnecessary and undesirable in the public interest. Nevertheless, it is conceded that, as the system of goods service operation under single ownership conditions on the principal routes is new, it is desirable to permit the service to continue to operate for a further year to the end that at the expiry of the license, the transport position on the route or between the points affected may be reviewed in the light of the conditions obtaining at that time under the new system.”
“I know the Government is intending to enter into negotiations with all transport operators who are in competition with the railways,” said the chairman, “and in view of that I will only grant renewal of licenses for a year.” Air H. J. Knight (appearing for several applicants) : That is not what Air Laurenson (Transport Commissioner) says; he says that when the present 54 services are dealt with that will be all. Air Skoglund: I think all of these services will be up for negotiation. Air Scliierning indicated his agreement.
Air Knight: I think so, too. The following renewals of goods licenses were made for a period of twelve months: —D. Cooksley and Co. (Otaki), service to AA’ellingto'*; Edwards Transport Service (Otaki) ; AA . Capper (Levin); A. S. Alacfarlane (Levin) ; AI. J. AlcLeavey (Palmerston North); Child Bros. (Palmerston North) ; Airs K. Brown (Palmerston North), for horse carnage; E. Thomas (Shannon). The following amendments were granted :—Madge Motor Service and T. S. Aladgo (Palmerston North), time-table alterations for various services; H. J. Ivirkham (Palmerston North), conveyance of football teams and special parties within the Kairanga and Manawatu counties, the scale of charges to he gone into. K. B. S. Strand (AVoodville) was granted a license to convey bobby calves from AVoodville to AVanganui. Baylis and Co.. Levin, were granted a new goods service license for the Horowheiiim county. H. E. Lusk (Tokomaru) was granted a license to carry pigs. A\ r . G. Cartwright (Ivimbolton) was granted a license to carry metal and road construction material for the Public AA’orks Department and local bodies only. T. AA 7 . Stokes (Tokomaru) was granted a two-vehicle authority to operate in the Horowhemia and Kairanga counties.
M. AA’ ills (Levin) was granted an extension of .his one vehicle authority to include the Alanawatu county and he was also granted an additional vehicle authority (seasonal) for the carriage of calves and pigs. An area license for the Alanawatu was granted to F. AA’ebb (Glen Oroua) for tlio cartage of calves, in addition to his existing route licepse. A 7. T. AA’liiley was given a license for an additional vehicle'.authority for the cartage of live stock in the Horowhenua county. C. S. AVycherley was granted a license (extra vehicle authority) for the cartage of live stock. Hitherto only three vehicles had licenses to operate in the Rangitikei county with live stock, and the application was for a fourth to embrace this territory. An application for an additional vehicle authority for general carrying was held over.
