Dr. Chaim Weizmann urged the Zionist Congress to negotiate concerning Palestine on the basis of the British plan, provided the Jews were awarded a new section in Jerusalem, absolute independence of the new Jewish State was guaranteed, and that areas for Jewish colonisation were provided within the mandated territory.
