[Argus Special.] LONDON, April 7. The fighting at the. Cape has been renewed. The " Daily'News " describes it as being ' serious, but the details are wanting. Telegrams from the Continent indicate that there is no sign of Russia yielding. .There is increasing irritation in Roumania against Russia. [eeuteb's telegrams to press agency.] April 8. The Turkish troops hav.? re-occupied Bojokder'e. Russia is negotiating another' loan, and its Press says that the dignity of Russia forbids' its compliance with England's demands. [Per Press Agency.] WELLINGTON, Tuesday. It is reported that the following changes will be made in the Civil Service : — Seed is to be*relieved from the charge of the Marine Department by Captain Johnston, as permanent head; with an increase to his present salary of £100 per year, to be taken from Seed's salary. Mc.Kerrow, Assistant Surveyor-General.to be Under-Secretary of Lands, Immigration, and Gold-fields ; Huntley Elliott, to be Assistant-Under Secretary of Lands and Immigration ; and. Oliver Wakefield to be AssistantUnder' Secretary of- Gold-fields. In consequence of the J intended "abolition of the Central Stgre: J^qpatiiment, Government will be-~Jielct Nl responsible for its own stores. Further reports of the finding of alluvial gold near Wellington are.prevalent. The body of Captain Allen, of the schooner Maiden City* was found today, floating near the Breastwork. It is reported that Major Heaphy has been appointed Commissioner of Annuities, in conjunction with the duties of his present office. It is stated here authoritatively that there is no truth in the statements that disagreements exist between Ministers and J. E. Fitzgerald, or that certain heads of the Departments in the Civil Service have been -obstructive. The "Post" says: — "We are assured by the present Goverrirat that they have received: the most, cordial, ready, and pains-taking support and assistance from all the departments of. the Civil Service ; that they have . found them most able and efficient officers ; and that no obstruction or insubordination whatever has been .encountered in! carrying out either general policy or the projected re-biganisation of the Civil Service." : - AUCKLAND, Tuesday. Sir George Grey and the Hon. Mr Sheehan proceed to Waikato to-day. Colonel Whitmore, at the Artillery. Volunteer inspection, last . night, said that in order to provide some harbor ! defence for the colony* the Government intended applying to the Imperial Parliament for a number of 64-pounder converted rifle guns, the same as those oh boftrd the Wolverine &nd Nymphe. Those placed in proper positions would make the harbors impregnable to cruiser^. It was intended to entrust them to the Artillery Volunteers, and to encourage that branch of the service.
