In the House of Commons last night, during the consideration ot thf Irish Land Bill m committee, the Right Hon. W. K. Foster, Chief Secrotary for Ireland, proposed, as an amendment to one of the clauses, that Government should be authorised to lend one-half of tbe arrears of Irish rencs for the years TB7B aud 1879 incases where tenants are £:*0 under th« amount of their agreements with landlords. The prop sal was de bated at some length, but its farther discussion was adjourned to to-day's sitting, ■
