PROROGATION OF PARLIAMENT.

Parliament was prorogued today. The Speech from the Throne eonimenc Q d by stating ' that Eogland's relations with all foreign Powers were of a cordial nature, and then went to allude to" the settlement of the Greek frontier question, the assurauce made by the French Government regardiug its action towards Tunis and Tripoli, the conclusion of the Transvaal Convention, the pacification of Basutolaod, a,nd to the withdrawal of the Bf'tish force from Caudahar. In far :ec allusion to the present state of axfcrrs m Afghanistan, the speech said that he Majesty did not fear that tbe contest now proceeding between Ayoub Khan .and the Ameer would disturb the peace of Ehglaod, and added that the latter's friendly offices towards a conclusion of hostilities would be used-when an opportune time arrived. . The speech then alluded to the fact that negotiations between England and "France for the conclusion' of a fresh. Commercial Treaty, had been broken off. and stated the Government was i'esirous of using its best efforts towards a satisfactory conclusion of the difficulty. Referring to the Irish Laud .Act, the Speech expressed a hope that it would prove a 1 enofk equal with the cai'e bestowed upon its consideration by the Grovei'iiment and Parliament. At the same'time-r-egret is expressed at the absence of \ various measures from the wo-'V of the sessiou. In conclusion it is hoped that the condition of Ireland may improve and" enable the Government to dispense with or abate tho special provisions which have been, made -for the suppression of disorder m that country.
