The Mayor «ai<l he thought the idea an excellent onp, and wp.U worthy of. aitention. Although the Conference of Delejrnt- 8 which had assembled m Wellington last year did not appear to have done much, snch was really not the ca«e, as it misbt take credit for the introduction into the Government scheme at the principle of mating roada into Crown Lands before salp. It was arranged that a special meeting of the Council should beealled to consider the matter. THE FACING eiiUß. Proposed by Councillor Jensseh, seeomlea by Councillor Batchelar— " That the Town Clerk be instructed to wr'le a letter to the manager of the Bank of Australasia, embodying the re9Qlttti«J passed, by this
Council on the 3rd of August last with regard to guarantee and refund of monies advanced by the said bank to the Manawatu Racing Club and expended on permanent improvements on the Becreation Ground." Carried. THE DOG TAX. The Chairman (Councillor Jenssen, who had been called upon to preside, as the Mayor bad to leave by the Foxton train) said it was nec°ssary they sh >uld fix the amount of d^ g registration fee at that meeting. Councillor M'NEit* thought they should adhere to the old rate— ten shillingp. If a man had a dog and refused or grumbled at paying that amount for it, he was not worthy of possessing. As, however, there were rery many who had registered dogs last year wbo bad the collars, he thougbt they should not be supplied with new ones, and the price of a collar deducted from the feo. It having been pointed out, however, that the Act compelled the issue of fresh collars, Councillor M'Neil movad, and Councillor Walkee seconded— " That the coat of the registration of dogs for Ihe ensuing year be ten shillings." Councillor II Neil raid tbat Councillor Mowlam had tod him that he had" Innded Iris resignation to his Worship tbe Mayor to be dealt with m the order. The Uhaibman said that clearly Council, lor Mowlem had forfeited his seat, and the only course open was for the Clerk to declare nn extraordinary vacancy,. and take the requisite steps by acquainting the Returning Officer of tliH fact, wi'h a view of holding an election to fill the vacancy.
