MANAWATU COUNTY COUNCIL.

The ordinary monthly mcetiogof above was held a\ Fiixton yesterday, Present—' Crs Rockstrow (Chairman) Mcßeth, Bruce, Gray and McLennan. The minutes of previous meeting were read and confirmed. Letters were received from the following:—A. Palloon, covering cheque for ensuing quarter ; V. T. Hitchings applyaiiig for refund of cheque L 6 sent foe slaughter license ; Treasurer Wangauui Harbor Board cohering cheque for M4O; Mr A. Knocks, accepting appointment as Dog Registrar ;■ Ualcombe Town Board re subsidy and license fee ; Foxton Town Board re ('lay reserve; Colonial Secretary's office, asking for list of existing road district's; telegram from Mr Kirkhridere advertising licenaing elestions ; Provincial District A«dj^ tion m reply to quirv re late engineer!" Cr McLennan, re pati t to hospital; from Mr Haultain, Mr Sherwill \tr Costall, and Mr Kirk, re election matters: Mr Bluitfen, re rates; C. H. Tomlinson re his dismissal as returning officer; E. Warburton, enclosing bill of costs and certificate of title to gravelpit ; Eangitikei County Council requesting eh qne for Lls 6s 6d ; PL ; Johnske, applying for admission to hospital ; F. EUerm, re amount of deposit i and dog registration ; J. Paul, and Mr - Phyn.Kiwitea. request for road expenditure; T. S. Hoe, re dismissal as returning officer; J. Hillary, re state of punt; telegrams from Crs Fry and Linton, for leave o£, absence ; Treasury circular advising first payment on account of 1 Foxton«Otaki inland 1 oad. Mr James Bull waited upon the Council, and tendered the rent for the reserve leased by him. The Chairman asked Mr Bull whether he had not received a letter from- the cle<k, informing him that the conditions of the lease had been broken m consequence of the rent having remained unpaid more than thirtj days after it was due. Mr Bull said he wished to explain that the rent bad never been demanded. He had received a letter saying £15 was due, and he had sent that sum down and received an acknowledgment for it. The rent was due on the 27th November, the term of grace "xpired on the 27th December, and on the 1 6th January a letter was written to him saying that the Council intended to re-enter and fake possession. He had been absent when this letter reached his address, and he now tendered the amount of rent due. If the Council chose to re-enter he had no objection from one point of view, -bill be thought it was very sharp practice and he bad never been served such i dirty trick before. The Chairman said that according tic the terms of the lease it was now forfeited. The matter resolved itself intc a legal question. Mr Bull; If you wish to go to la* upon the matter you can have enough of it. I simply say that the rent has never been demanded of me. The present proceeding is m consequence oi personal animus to me on the patt oi the Chairman and some of the Councillors. ; Mr Bull then placed* the money upcr the Council table and retired. Mr McLennan subsequently moved that the rent be received. The Cbnnci} resolved itself into Com. mittee, and the Chairman requested the reporters to withdraw*- ; So far as could be- gathered the result of the proceedings m Committee wa« that Cr McLennan's resolution was withdrawn. T. Hitchings, L 6. Total L 706, 5s 3d. '. Tenders for the A.wapuhi Dwio were received from Young and Lang at L 39 9s, and W. Weeks at :,36. The Chairman stated that one tender wa<> lying m the* post office, as it was in* sufficiently stamped. In reply to ; Cr Bruce he said it would probably cost twopence to obtain it, and that Councillor remarked that by obtaining it : the Council raigbt possibly save a few pounds The'i'Ohairman 7however expressed .an opinion that tbe course would be irregular, and the -matter dropped^ The following resolutions were passed : — Proposed by Cr M'Beth, ami seconded by Cr Bruce — " That the Chairman and the mover be appointed a Committee to wait upon the Wanganui Harbor Board to consider the 5 per charged by this Council." < Proposed by Cr Rockstrow, and seconded ; by Cr Giay— " That leave of absence be graatcd to Crs Linton and Fry." Proposed by Cr M'Lennan seconded by Cr Bruce—" That the .claim of the Jate rate collector, Mr Mowlem, be held over for discussion at the next meeting." Proposed by Cr Bruce seconded by Cr M'Lennan— •• That the deposit of Mr Hitchings of L 6 for slaughter license, he returned." Proposed by Cr M'Lennan, seconded by Cr Bruce, that leave ot absence be granted to Cr Sanspn. , Proposed by Cr M'Beth, seconded by Cr Gray, that the lexers of Messrs Payn and Paul be referred to Cr M'Beth to report upon at the next meeting. Proposed by Cr Bruce, seconded by Cr M'Beth, that Mr Bray be instructed to prepare plans and specif! ations and call for ten'lers for the erection of a bridge over the Mangaone stream on the Kare. c road.
