France and Tonquin.
Reuter's Telegrams. Paris, Oct. S. The debate on the eastern policy of the Government was resumed m the Chamber of .Deputies to-day. In the course of a speech oh the position of affairs m Tonquin,. M. Ferry averred that thee was no expectation of war with China, neither France or toat; country being desirous of an appeal to arms. A vote of confidence m the Government was at the close of the debate carried by a substantial majority.
