Router's Telegrams. I Sydney, Dec. 6. At the Convention to»day, Mr. Dibbs, Colonial Treasurer of New South Wales, gave notice of motion requiring the various Governments, to be pledged to submit to their se* voral legislatures the various resoln» j tions that may be come to by the Convention. Sir George De Veaux, Governor of Fiji, gave notice of motion, having for its object .the pre* vention of unrestricted purchases of land m New Guinea and the Pacific Islands. Mr Bray, Premier of South Australia, tabled a motion m favor of requeuing the Imperial Government to introduce a Bill constituting an Australasian Federal Council. Mr Giblin, Premier of Tasmania, gave notice of motion for the appointment of the Premiers of Victoria, New South Wales, South Anshalia, Queenslard, and New Zealand as a Committee to carry out tbe objects of, and summon the convention when necessary, Mr Service to be Chairman of the Committee. Sydney, This Day. It has transpired that the Con vena tion r«ade several alterations m the Imperial Bill for constituting the Federal Council. The meaanre.now consists of 11 clauses, and m addition to the points already telegraphed ! provides that the Governor of Tas* mania shall have power to summon I the council to hold , its , sessions at Hobart, until otherwise decidld. ! The presence of a majority will be '' necehsaty to (constitute a quorum, and the decision of the majority i* to prevail. The Federal .Council is to have , author* | iby oyot British ships, fisheries beyond territorial limits, oyer deserters, and over defects, within or withont territorial limita. The decision of the Council is to be valid only for those colonies which agree to them. Power is vested m the Governor of the Co» lony where the Council sits to assent to, disallow, or reserve for the Hoyal assent any measure passed. Any amounts payable by the colo« nies m case of difference to be assessed by the Governor of Tasmania, and shall be invalid m any Colony until the Legislature has adopted it and not to be operative until -f cur col >nies passed it. '
