Ist. I propose to reorganize the Public Works and to reduce the expenditure. ■2nd. To reduce the Education Vote by £100,000. ■ 3rd. To foster the Volun+eer Movement by increasing the capitation allowance £25,000. ;: 4th; To leturn to the Original Land Laws of N r ew Zealand, and reduce the price of land to de» f erred payment settler*, and thus establish; them en the land instead of turning them off, as has been hitherto the policy of Mr Eolleston. r . sth.. To. nationalize 10,000,000 acres of our ftest land (which is Public Propery), to be leased m perpetuity, and to apply the funds ... to v education, hospitals, asylums, chanties, and other pub- . lie purposes, including the payment of a portio* of tbe interest on our loans. 6th.
