July 7. The Hon Evelyn Ashley, m,, the House of Commons, announced that an additional Commissioner of the Pacific would be appointed with a protectorate over New Guinea. In the House of Lords to-day the Francise Bill was under consideras tion, when Earl Cairns moved an amendment declaring that the proposed reform is unacceptable without simultaneous provision for re -dis* tribution of seats. After debate, the consideration of the amendment was adjourned until to*night, when a division is expected to be taken.
