July 7. The Hon Evelyn Ashley, m,, the House of Commons, announced that an additional Commissioner of the Pacific would be appointed with a protectorate over New Guinea. It is announced that the appoint*ment of a Resident Commissioner over New Guinea will, m the first place, be only for one year. The question of permanently appointing a British officer being deferred, pending the final settlement of the proposals of the Sydney Conference, and their approval by the various local colonial Legislatures. It is as yet undecided whether the adjacent islands m the Western Pacific will be placec 1 under the supervision of Commissioner resident m New Guinea. • In the engagement at Debbah, the rebel loss is estimated at 2000. July 8. The Australian mails per steam-* ship Iberia, from Melbourne, May 30, were delivered tosday. In the House of Lords to-day the Francise Bill was under consideras tion, when Earl Cairns moved an amendment declaring that the proposed reform is unacceptable without simultaneous provision for re -dis* tribution of seats. After debate, the consideration of the amendment was adjourned until to*night, when a division is expected to be taken.
