July 9. In the Legislative Assembly this evening, the resolutions of the Sydney Covention were again under consideration, when Mr Wrixon moved a series of amendments, modifying the constitution and functions of the proposed Federal Council, especially m the direction of providing for the representation of the various colonies m the council on a basis of population. After discussion, the amendment was rejected by a large majority. : Mr Service has given notice of motion for 'ah "address to the Queen embodying the Con** Tention 's resolutions. Beuter's Telegrams.
