lb yesterday's issue we published the names of the new Ministers, from which it< would be seen that the Cabinet is now the same as the Stout- Vogel Ministry, eicept tbat Messrs Macandrew, Montgomery, and Wbitmore are absent from it, their places being taken by Messrs lole and Reynolds. The two last named are useful as stop gaps, but as nothing else, and the new combination is preferable to the old one for the reason that there is less likelihood of the members not being m a*)_ord. It is not a Ministry which will prove strong m itself, which fact is apparently recognised by the Premier m his statement that the question of altering the method of taxation will ha : e to stand over till next session. It will be remem? bered tbrit the Stout- Vogel Ministry declared emphatically against the property tax and were eager to aholish it m favor of a land tax. That was one of the' main features of their policy, and that the question is practically abandoned now shows the weakness of the Miuistr^. We yegret to note that it is also proposed to -appoint a select Committee to consider the North Island Trunk route, £)xperieuce ihas -shown that theso select committees are not as a mie successful iv enabling a just decision to be arrived at, though tbey afford an excellent moans for shelving a question for, an indefinite period.
