It is understood that many diffii culties were experienced by the Government m framing the regulations for the Government Insurance As* sociation, and it was not until to~ day that they were sufficiently shaped so as to be presented to the Execntive Council, which they passed, and have now been forwarded to Christchurch for his Excellency's signature. They are to be|gazetted m a few days. The votes of policy holders are to be taken by means of voting papers which will be supplied by Government, It is more than probable that the nomination day will be fixed for a date prior to the 20th of December, and m order to avoid having the election on during the Christmas week they will take place daring the first weak m January.
