Works A Point. Received July g, 4.30 p.m. Constantinople, Yesterday. The Sultan has sent two cruisers to the entrance oi the Bbsphorus, mounting heavy guns at the forts, Which Russia hitherto had prevented on the plea that it was a step which would imply distrust with Russia.
