While Wilson, the Secretary of the Statistical Bureau, and Holmes were preparing the cotton crop repoit behind locked doors, Holmes, under a pretence of raising and lowering tho window blinds, signalled the result to a confederate opposite, who telegraphed the result to brokers in New York and they were thus able to operate on the cotton market.
