BRITISH NEGOTIATOR REACHES NEW YORK United Press Association —By Electric Telegraph—Copyright. NEW YORK, Oct. 3. Sir Frederick Leith Ross, British Government economic adviser, arrived on Tuesday, bearing powers to negotiate with the United States Government for tho settlement of British war debts. Formal discussions Avill probably not begin before next week.

Unless tho discussions discover some concession on the part ol: the British Government which would appear suflicently important to the American people, any agreement will meet with opposition in Congress w-hen up for ratification. United States experts see two possibilities: (1) Lump sum payment with a scaling down of the debt in consideration of commercial advantages to tho United States. (3) An agreement to postpone all payments until after the depression period.
