Trouble Brewing Between Soviet and Japan

Officials cannot understand the reasons underlying the extraordinary Soviet publication of alleged confidential documents, which are said to bo palpable forgeries and aro considered tho gravest breach of friendly relations. Investigations are proceeding. Meanwhile public indignation has been aroused, and it is reported that the militarists are urging a demand for a retraction and apologies..
Tho Soviet on Tuesday published what purported to be the full text of four official Japanese documents containing an elaborately constructed plan to arrest Soviet officials of the Chinese Eastern Railway as tho preliminary to a possible seizure of the railway by Manchukuo, backed by Japan. Tho Soviet had frequently threatened publication unless Russo-Japanese relations improved in connection with the railway. Another Official Arrested Received Wednesday, 7.30 p.m. SHANGHAI, Oct. 10. Another Chinese Eastern Railway official has been arrested in the person of the assistant-chief of tho railway section, who .is charged with not obeying instructions and being connected with tho evacuation of rolling stock to Siberia. White Russians Handed By Bandits to Soviet .Received Wednesday, 7.30 p.m. SHANGHAI, Oct. 10. Chinese bandits captured four White Russians near Muling and carried them off to Pograniehnaya, where they handed them over to Soviet frontier guards in exchange for 20 German rifles. It is expected that Manchukuo will again protest. Immediate Release of Arrested Officials Demanded Received Wednesday, 7.30 p.m, MOSCOW, Oct. 10. The Tass Agency states that the Soviet Consul-General at Khabarovsk has requested Manchukuo to state tho charges on which Chinese Eastern Railway officials have been arrested in connection with an inquiry regarding suspected transgressions of duty. The Consul-General insisted on their immediate release and an official promised to forward the request to the Government.
