N.R.A. Faces Serious Enforcement Problem

General Johnsou, in a Press interview to-day, admitted that the N.R.A. faced a serious cnforccmout problom as regards recalling Blue Eagle omblcms from alleged code violators. Ho referred to tho right of the President to take such steps under tho agreements signed, but admitted that ho did nut know if action could bo enforced in the Courts. He depreciated tho possibility that those losing emblems, with their names published, might have grounas for a libel suit against tho Government and indicated that more withdrawals would follow proper complaints. Meanwhile, according to reports from New Rochelle (Now York) one loser of a Blue Eaglo banner reported that increased business resulted. Tho proprietors of a beauty salon there, asked to give up their Eagle on a charge oi paying their employees less than me minimum wago specified in the code, did so, after which business was immediately stimulated. They announced they would cut prices and wages and hire more operators in direct contradiction of the N.R.A. policy. General Johnson to-day indicated that tho administration considers tne dispute in tho captive coal-mines closed. He declared that the executive’s acceptance of the check off was satisfactory, and miners still refusing to return to work would bo considered code violators.
Dollar Appreciates in Gold Value
STERLING DROPS 13 CENTS
Received Sunday, 7 p.m. WASHINGTON, Oct. 13. The Government’s refinancing programme regarding calling part of the fourth Liberty Loan raised the dollar to-day to an indicated gold value of 69.13 cents. Sterling broke 13 7-S cents to 4.531, with the result that domestic security commodity prices were sharply down.
