PREPAREDNESS FOR WAR. [I J R£33 A SSOCIATION. — CoPYniOHT.] NEW YORK, Thursday. Mr Roosevelt has appointed a Commission of eight experienced naval officers, firstly to inquire into tho fundamental principles and organisation, and to ensure the efficient preparation of the Navy for war in peace time, and, secondly, to consider recommendations concerning changes of the pr3.sent organisation to accomplish this result.
