TO THE ELECTORS OE THE DISTRICT OF FRANKLYN. /""I ENTLEMEN,—I have received a Requisition IjT signed by 727 inhabitants of your District, resident on the Thames Gold Field, the holdors of miners' rights and business'licenses, requesting me to allow myself to bo nominated for the seat in tho House of Representatives vacant by the resignation of Mr. Robert Graham. It would be a neglect of duty on my part if I refused to comply with the request made to me by so numorous and influential body of requisitionists; I therefore consent to stand. You will naturally expect some expression of political opinions from one who has not hitherto t en part in public affairs. I am in favor of the application of the principle of local self-government to. the out-districts iu every province of the colony. I shall be prepared to vote for such an extension of tho same principle as will give to that part of your district situated at the Thames, and to such Other parts of the provinco of Auckland as may require it, a full control over tho local and other

revenues raised within their limits, subject only to such deductions as may be necessary for tho satiefaotion of tho Public Creditor. The Gold-Field Act at present in force, in my opinion, requires alteration, so far as the Thames goldfield is concerned, with respect to the necessity of having a separate miner's right for each share held. If returned, I shall endeavour to secure such an amendment of the Act as will meet the necessities of the ease. Tho export duty on gold is at present, as you are aware, 2a. 6d. perounce. As the value of Thames gold is, on the average, far below that found in any other portion of the colony, a drawback should therefore be allowed on all gold at present exported from the Province of Auckland. This drawback I shall endeavour to obtain. I am opposed to the imposition of additional taxation oh the Colony generally, and shall support any Government prepared to make an honest effort to reduce colonial expenditure. Previous to tho day of poll.rig I will address you more fully on the above and other subjects, and will afford you an opportunity of questioning me freely upon them.
