THE FEDERAL GOVERNMENT AND THE LABOUR PARTY. (Rocnivcd March 1, 1.0 a.m.) MELBOURNE, Febrnarv 29. Mr A. Doakin, tbo federal Premier, emphatically denies a rumour which is current, in connection with tbo opening of Parliament, of a secret agreement between tbo Government and ibo Lithour party. MINORITY REPRES ENTAITON. (Received March 1, 1.10 a.m.) MELBOURNE, February 29. Sir John Forrest, Alint-ler for Homo Affairs in tho Commonwealth Parliament, has prepared a. memorandum, based on tiio Electoral Department's figures, showing that at tho last federal elections miiy 4.7 per cent, of tho people on tbo mils for tho Senate voted, and for the House of Representatives jn»t about one-half voted. The- total voters in contested divisions numbered 1.470,031, whereof 738,-100 recorded thoir votes. Tho successful candidates represent a very sma.il percentage of those enrolled.
Sir John Forrest says these figures oannoib bo regarded us satisfactory, or in accordance with tho theory of majority rule-. Such a condition cannot remain long. If the people will not use their voting privileges. Sir John thinks there should, ho some compulsion to make them.
