Sir John Forrest, Alint-ler for Homo Affairs in tho Commonwealth Parliament, has prepared a. memorandum, based on tiio Electoral Department's figures, showing that at tho last federal elections miiy 4.7 per cent, of tho people on tbo mils for tho Senate voted, and for the House of Representatives jn»t about one-half voted. The- total voters in contested divisions numbered 1.470,031, whereof 738,-100 recorded thoir votes. Tho successful candidates represent a very sma.il percentage of those enrolled.
