Mr Andrew Carnegie hoick* that the moment to make peace will not come before Germany has been absolutely cmshed, and the Allies, after they have chastised Germany, have invented sure means of preserving the world for ever from a new war. This statement is contained in "Le Soleil du Midi." the Marseilles newspaper. Mr Carnegie continues: —- "Humanity has been outraged. Civilisation has gone back a century. No one doubts that from this vast war will emerge something good, but the best thing that could happen would be a federated Europe. "I have no illusions as to the difficulties of such a project; but it is no more unrealisable than are. on the whole, all alliances and ententes, which present—remotely, it is true—the idea of a g'eat federated State. A few steps further, and we have the true federation, law and mutual drawing togther for mutual benefits."

Mr Carnegie adds that if he. were Joffre or Kitchener he would allow no armistice. The sacrifices of this terrible conflict have been enormous, and only cno tling can be demanded—"Surrender <■. ithont conditions."

He believes in the possibility of creating a league, for the maintenance of peace and general disarmament after having devolved upon a tribunal of arbitrators the right of investigating the means which would produce this end, and recommending such legislation as would procure that the terms of the hit tire peace, should form a guarantee against the renewal of any war between civilised nations.

One of the impoitant duties which would still be incumbent uron this tribunal would be to insi.-a upon the formation by the belligerents of an army in common whose right and duty ■..- tld be to keep the peace during the period of deliberation of the tribunal of arbitration.
