Lord Rosebery, speaking at Glasgow. said lie was convinced-that an; effective second chamber was necessary for tho welfare of the country and the maiutenance of the Constitution. It would be better, ■ lie said, to have. a weak barrier like the. House of Lords than no barrier to the dangerous and detestable tyranny of a single chamber. ETe thought the House of Lords recognised the.gravity of its position,, and was determined to adapt itself to the ' nsw' conditions by setting its house in order without pressure or menace.
