Colonel Seely, Colonial TJndor-Secrc-tary, on Saturday, performed the opening ceremony of the Liverpool Colonial Products Exhibition, and referred to the _ important part that the Wesfcfndiea were now playing in" the production of cotton. Speaking especially of the progress of the island of Antigua, H eaid that the Colonial Officewas detf-nined to foster that progress by ever means in its power. In thewide cir ':> of the British Crown there..were vast unworked estates in the development .of which Liverpool would bsar a great part. Wherever the British flag had . gone, there the aboriginal native was better off than lie would otherwise have^been. The British Emnire was largely won by thesweid, but it was being kept by thedoing of right and the showing of consideration to others. ,
