Visco-mt Morley, continuing his speech^ aigited in detail that there was nothing revolutionary in the Budget. Lord Lansdowne's amendment was the fust step on tremendous plans leading straightway to constitutional revision, and there was no such battle ground for tho fiercest passions. Ho added: "If behind the amendment there was a new fiscal policy he did not ehvy the Indian Government dealing with the claim of tho Indians to have their own tariff refom." Loud Rothschild criticised many of the provisions of the Budget. He added that it was very easy now to get money for foreign investment, but very difficult to obtain funds for even the best English enterprise. Lord James of Hereford declared that the Lords ha:!,- no competency to reject the Bill. Rejection would infringe that part of the Constitution controlling the relations of the two Houses. The Crown thanked the House of Commons alene for aid <*r.d supply. He concluded by announcing that he would vote for the Bill. Lords Cawdor ami Crewe finish the debate to-day.
Viscount Morley, speaking at Denham, commented on Viscount St. Aldwyn's conspicuous absence from the debate. Viscount St; Aldwyn was formerly Sir Michael Hicks Beach, who was Chancellor of the Exchequer from 1895 to 1902.
