MR. BALFOUR'S SPEECH.

Mr Balfour concluded his speech as follows:-—" Mr Asquith has failed to give one single argument to indicate that the Lords' action was illegal. What the lesolntion affirmed was that their course accorded with the whole theory of the saoond Chamber. He had no doubt whatever as to what would be the country's decision. The Lords liad done their duty, and done it fearlessly." (Great cheering).
