PROROGUING PARLIAMENT.
THE KING'S SPEECH
LONDON, December 3
Tho King's Speech proroguing Parliament mentioned the friendly relations with foreign Powers, the satisfactory progi ess in connection with Turkey's constitutional regime, also the renewal of arbitration conventions with Germany, Sweden, Norway, Switzerland, and Portugal, and other Conventions which Mere in progress of renewal. The speech spoke hopefully of the new Coun cil of India, and expressed the conviction that the Union of South Africa would add to tho strength of thr.t country The Imperial Defence Conference had been of great mutual advantage to tlie Motherland and the oversea dominions. As the outcome of its deliberations it might confidently bo expected that the capability of the Dominions would be preserved and their unity promoted. The speech concluded by recounting all the important legislation passed during the year, mentioning the Irish Land, Housing, and TownPlanning Bills, and the establishment of labour exchanges.
