OTTAWA, December 5

Mr Foster, speaking tit Ottawa in the House of Commons, raised a debate upon tho United States having seven warships in tha Great Lakes. This, he said, was a violation of the Treaty of 1817, and Canada was at the mercy of this formidable force.

Sir Wilfred Lauri^r depreciated the discussion in view .of -the correspodence now proceeding,, but admitted tho cause (f tho anxiety. The situation was due to the individual American States bordering on the lakes clamouring for a share in the military expenditure, and this was how it was snent.
