AN AMENDING BILL PROMISED

TOTALISATOR AND BOOKMAKERS

(From Our Special Correspondent.)

When the Stamp Act Amendment Bill was introduced to-day Mr Massey asked whether the proposed tax of 1\ per cent, would apply to all receipts of racing clubs.

Sir Joseph Ward —Yes. I said so in the Budget, and I thought that members understood it.

Mr Massey—Well, some of the clubs do not believe it.

"Sir J. Ward —They have not told me

Mr Herries asked whether payments as stakes, which were actually not receipts, inasmuch as they did not benefit the clubs, would be subject to the tax.

Sir Joseph Ward said that it was not proposed to tax the stakes.

Mr Massey asked the Prime Minister whether he intended to introduce an amendment of the Gaming Act this session.

Sir J. Ward—Yes, and I intend to put it through.

Mr Massey said he was glad to hear that, as he thought it most objectionable that the State should derive revenue from the licensing of bookmakers. He would like to have an opportunity of again voting on the bookmaker question. Sir J. Ward —Yes, (you will have it, and at the same time you will have an opportunity r,[ knocking the totalisator out. i intend to introduce legislation also to stop galloway and pony racing. The lion', member will have an opportunity of recording his vote so far as the bookmakers are concerned. The bookmakers and totalisators 'go hand in hand. Mr Ell—Let them both go. • Mr Massey—l am not afraid to recora my vot'3.
