OPINION OF "THE TIMES."

LONDON, June 20. " The Times" says the Balkan crisis of 3.912-13 brought the Archduke severe disappointment. Austria had assumed firstly that' Turkey would defeat Servian and secondly that Bulgaria, in the second Balkan war. would overwhelm Seryia, enabling Austria in either case to intervene and secure a protectorate over the whole Serbo-Croatian race. These ideas paced the Archduke in antagonism to Servia. and partisans of the Pan^Serb ideal. Hence the conspiracy whereto he was a victim is possibly traceable to that antagonism. The new heir is unlikely to tread in his uncle's footsteps. The tendency of AustriaHungary is possibly in the direction of stagnation, while constitutional developments are likely to be steadier, and the dual system to 'maintain for some years the ascendency it has hitherto acouired.
