(Delayed).—Lord Curzon, in a speech at a Primrose League meeting, said that in the event of Germany's refusal to sign, tha Allies are prepared lor pverv emergency. No substantial modification of the treaty will be permitted. Our terms tire such a contrast to Germany's proposed terms, if she h,id lx>en victoiious, that they recalled Clive's phrase: "Wo stand aghast at our own moderation."
