WORKING RAILWAYS (DETAILS OF ESTIMATES FOR).

Return to an Order of the House of Representatives dated 21st July, 1893. Ordered, " That the Minister for Public Works be requested to ask the Railway Commissioners to furnish this House with detailed information as to their estimates, as now supplied by the several departments, such as the Post and Telegraphs ;. such estimates to show the number of Engineers, their status and pay ; the number of Stationmasters, their status and pay ; the number of Traffic Managers, their status and pay; the number of platelayers and their pay; and the number of cadets, their status and pay ; and the localities where those several employes are located; and any other information required, as is now given under the Post and Telegraphs of the colony."—(Mr. Duncan.)

Details op Estimates foe Traffic, Locomotive, and Maintenance Depaetments.

MEMOEANDUM. The details from which the estimates of the Maintenance, Locomotive, and Traffic Departments of the Working Eailways are compiled have been printed, and are now furnished in compliance with the order of the House. The details of the management vote are already stated in full on the estimates (Class XL), Consolidated Fund. The copy of scale of pay (attached) gives the information as to the classification of employes, and the annual increments, &c, to which the employes are entitled. The information relating to that part of the order requiring " the localities where the several employes are located " is being compiled : as the time occupied in collecting and specifying the location of some 4,000 regular employes is uncertain, the Commissioners have thought it desirable to furnish such information as they have available, and to complete the order by a supplementary return as soon as it is ready. THE New Zealand Railway Commissioners, in pursuance of the powers conferred by " The Government Eailways Act, 1887," section 63, do hereby make the following regulations for the Engagement, ■ Pay, and Promotion of Persons entering the Service of the New Zealand Eailway Commissioners as Platelayers, Labourers, Porters, Shunters, Cleaners, Apprentices, and Cadets, and for the Scale of Pay for the Working-Railways Staff:— EEGULATIONS FOB ENGAGEMENT AND PAY OF PEESONS ENTEEING THE EAILWAY SEEVICE. 1. Application must be made by the candidate in. his own handwriting, on the form to be obtained from the Eailway Commissioners, Wellington. Application must state the date of the candidate's birth, of which such proof must be given as the Commissioners require, and should be accompanied by certificates of educational attainment and of character. 2. When any candidate is selected by the Commissioners to fill any vacancy, he will be required, before being appointed, to furnish at his own cost a certificate by a duly-qualified medical practitioner that he is free from bodily and mental infirmity, and is physically able to perform the duties of the position he seeks. Candidates will be rejected if found physically or mentally unfit. 3. Applications must be addressed to the Eailway Commissioners, and will be recorded in the. Eailway Commissioners' offices. When vacancies occur, candidates will be selected from among those applicants who are then within the prescribed age. The candidate with the best qualifications will be selected for the vacancy, and, if the qualifications of any number of candidates appear to be equal, the Commissioners may require the candidates to undergo a competitive examination in such subjects as may be prescribed, and the Commissioners may select the candidates in order of merit. 4. Selected candidates taken into the. employment of the Commissioners will be taken on probation only (except apprentices) for the first three years of their service. They may be discharged at any time by a week's notice from any authorised officer of the Commissioners if they are found unsuitable. Upon completion of the three years' probation the Commissioners may discharge the candidate, or may appoint him permanently. 5. Increases in pay, and promotion, will in all cases depend upon good conduct and careful attention to duties, and are liable to be disallowed on account of insubordination, neglect, or' incompetence. 6. The candidate must find such guarantee of fidelity as the Commissioners may require. 7. No person will be eligible as a Labourer or Platelayer who has not an education equal to the Third Standard of the Government schools, nor as a Porter, Shunter, or Cleaner who has not an education equal to the Fourth Standard of the Government schools, nor as a Cadet who has not passed an examination equivalent to the Sixth Standard of the Government schools. 8. Apprentices entering the Government Bailway-shops must not be under fourteen years or exceeding seventeen years of age last birthday. The apprenticeship will not run after the apprentice is twenty-one years old. The apprentice shall be indentured to such railway officer as the Commissioners direct, and the indentures will be transferred to such other officer as the Commissioners direct if the Commissioners remove the master during the currency of such indentures. Cadets who pass the Matriculation or Junior Civil Service Examination will be allowed to count three months' service for it, and cadets who pass the Senior Civil Service Examination will be allowed to count one year's service, and the dates of promotion will be earlier by those periods. Cadets who are certified by competent teachers as able to write eighty words per minute in shorthand will be allowed to count three months' service for such certificate, in addition to any allowance which is made for passing the Junior or Senior Civil Service Examination. Provided, however, that in the case of youths passing the Senior Civil Service Examination, shorthand shall not have been one of the subjects taken to enable them to pass.

SCALE OF PAY. TRAFFIC DEPARTMENT, STATIONMASTEES. Station-masters must be persons trained to a knowledge of station accounts, and having a thorough acquaintance with the duties laid down in the Bules and Eegulations. Promotions will be made from the juniors among the traffic employes, and from lower to higher classes, according to the efficiency and good conduct of the officers, as vacancies occur. REGULATIONS FOR OVERTIME WAGES IN THE MAINTENANCE, TRAFFIC, AND LOCOMOTIVE DEPARTMENTS, . . . MAINTENANCE. Workmen are required to do 8 hours' continuous work per day or 48 hours per week for the authorised daily wages. Intermittent services will be treated as cases may require. The regular hours of work are between 8 a.m. and 5 p.m. on working-days, with dinner-time off. Extra pay will be allowed to Labourers and Tradesmen for time worked in excess of 8 hours per day, subject to such regulations as may be from time to time issued. LOCOMOTIVE BTJNNING. 54 hours to count as one week's work for a Driver or Fireman. Overtime to be counted at the rate of time and a quarter. TEAFFIC. Traffic employes generally will be required to work all trains on the advertised time-table without allowance for overtime. But as far as possible duties to be arranged to avoid overtime. Fifty-four hours to count as one week's work for Guards. Overtime to be counted at the rate of time and a quarter. GENEEAL. Half-pay will be allowed to employes suffering accident when on duty, if from causes beyond their own control, for the first three months, and quarter-pay for an additional three months. As far as can be arranged, consistently with economy and public convenience, in the case of employes generally, the working-time is not to exceed eight hours per day or forty-eight hours per week of six working-days. Drivers, Firemen, and Guards will have the whole time counted from first coming on duty until finally leaving, except in cases where they are standing for more than three hours at a spell. Time standing for more than three hours at a spell will not be counted. Special cases on branch lines, &c, where the running done is very little and the time out, including standing, must exceed fifty-four hours per week, will not necessarily be paid extra for overtime; such cases will be treated on their merits.
