I have the honour to report that the Committee has carefully considered the above Bill, and recommends that it be allowed to proceed, with the amendments shown on the copy of the Bill annexed hereto. Special Report. I am directed to report that in the opinion of the Committee attention should be directed to the fact that there are no educational facilities in New Zealand that will enable people in this country to obtain the qualifications required for a veterinary surgeon under the Bill. The Committee therefore recommends that, pending the provision of such facilities, a system of bursaries or scholarships should be established to enable holders of them to qualify either in Australia or Great Britain ; and refers this report to the Government for consideration. 11th August, 1926.
