STATE COAL-MINES (REPORT ON THE WORKING OF) FOR THE YEAR ENDED 31st MARCH, 1936.

I have the honour to submit my annual report on the working of the State Coal-mines for the year ended 31st March, 1936. Liverpool Colliery. Coal-winning.—The gross total output for the year was 121,531 tons 8 cwt., an increase of 19,047 tons 5 cwt. when compared with the figures of the previous year. After making allowances for stocks on hand at the beginning of the year and deducting mine consumption and waste, there remained for disposal 118,818 tons 15 cwt. 1 qr., which is accounted for as follows:—
The gross total output from this colliery since its inception amounts to 2,734,477 tons 12 cwt. Days worked.—During the year the colliery worked on 177 days, an increase of 34-J days when compared with the previous year. The possible working-days, excluding pay Saturdays and union holidays, were 273. The difference between the days worked and the possible working-days is accounted for as follows: Lack of trade, 60; back Saturdays, 25; slip on railway, 3; May Day, 1; King's Jubile«, 1; General Election, 1; St. Patrick's Day, 1; death of King George V, 1; strike as protest against slack time, 3.

Employees.—lji connection with coal-winning the average number of persons employed in and about the mine was 314, made up as follows: Underground—Coal-hewers, 93; deputies, shiftmen, and truckers, 135 ■ boys, 3. On the surface —66 men and 17 boys. Expenditure.—The total expenditure in connection with coal-winning for wages, stores, mine-timber, and compensation, together with subsidies on railway tickets and cost of fuel used on works, amounted to £83,408 Is., as compared with £69,773 Bs. Bd.' for the previous year. Coal-hewers' Average Daily Earnings.—The coal-hewers' average daily earnings (gross) were £1 14s. 5d., and, after deducting stores (explosives), their net return was £1 lis., an increase of 2s. l|d. per day when compared with the figures of last year. Daily Output.—The average daily mine output was 686 tons 12 cwt., and the coal-hewers' average daily output 8 tons 3 cwt., as compared with 719 tons 4 cwt. and 7 tons 17 cwt. respectively for the previous year. Deficiencies. —The total amount paid under the minimum-wage clause during the year was £8 10s. 9d. Accidents.—During the year there were several minor accidents, and one of a serious nature. The latter refers to a miner who received severe back injuries through a fall of coal when working at the coal-face. The total payments made under the provisions of the Workers' Compensation Act amounted to £2,186 os. Id., as compared with £3,799 Bs. 4d. for the previous year. On the output produced this works out to a cost of 4-32 d. per ton. Underground Workings.—The bulk of the output during the year was obtained from the extraction of pillars in the Kimbell and Morgan Seams, the balance being obtained from three small development sections known as No. 3 Morgan west; No. 8 bank; Kimbell east; and Anderson dip sections. Development work in the No. 8 bank, Kimbell east, is now completed and pillar-extraction has been commenced. In the Anderson section workings are being extended to the dip, the coal being of excellent quality and approximately 13 ft. in thickness. Development work in the No. 3 bank, Morgan west, is nearing completion, and pillar-extraction in this section should be commenced during the ensuing year. Pillar-extraction.—As both seams are overlain by creeks, it is necessary to leave in pillars of coal to support the roof in their vicinity. The compulsory adoption of this course results in the loss of a large quantity of coal and interferes to a certain extent with straightline _ pillar-extraction thus rendering roof-control difficult. Fairly good results are being obtained with the extraction of pillars in the Morgan Seam, due mainly to its comparative freedom from dirt-bands and its good roof. In the Kimbell Seam conditions are not so favourable, owing to the upper portions of the seam being interspersed with dirt and stone-bands, and the seam having in most places a bad roof. Future Developments.—The future developments of this colliery, so far as the underground workings are concerned, will be mainly carried out to the dip in the Morgan Seam, also to the dip from the Kimbell west level. In anticipation of this work being carried out, a new air-compressor with a capacity of 1,000 cubic feet of air per minute has been installed, and arrangements have been made for the purchase of two suitable winches for this development work. It will also be necessary to replace the present 4 in. air main with a 6 in. one to as far as the Kimbell east junction, and from, that point relay the 4 in. main into the Morgan Seam.. Stone-dusting.—Work under this head has been regularly carried out, the number of samples analysed from the various zones at this colliery was 455. In addition to the latter, 101 samples were analysed from co-operative mines. Plant and Machinery.—The whole of the plant, machinery, and buildings have been maintained in an efficient working-order, and the following new plant and buildings have been erected during the year: A steam-driven air-compressor with a capacity of 1,000 cubic feet of free air per minute has been erected and housed in a new concrete building, which was built large enough to house also the other compressor, which has a capacity of 500 cubic feet of free air per minute. The latter machine has been dismantled, thoroughly overhauled, and erected in the new building. The new engine for the cable-car has been housed in a concrete building, and the replacement of the wooden power-house building at the Middle Brake by a modern reinforced concrete structure is in hand. The landing at the upper end of the Main Haulage Road at the Middle Brake, formerly built of wood, has been regraded and rebuilt on concrete piers and steel girders. A large concrete drain to carry storm-waters was also constructed in conjunction 1 with this work. The following housingaccommodation was also completed during the year: Four double and three single huts, and a small concrete building for the Rope Road boys at the Middle Brake. James Colliery. Goal-winning.—The gross total output for the year was 34,502 tons 5 cwt., an increase of 7,657 tons 3 cwt. when compared with the figures of last year. After making allowances for stocks on hand at the beginning of the year and deducting mine consumption and waste, also taking into account 3,000 tons of slack written off, there remained for disposal 33,688 tons 5 cwt. 1 qr., which is accounted for as follows: —

The gross total output from this colliery since its inception amounts to 448,880 tons 1 cwt. Days worked. —The mine during the year worked on 192 days, an increase of 51J days when compared with the previous year. The possible working-days exclusive of pay Saturdays and union holidays were 273. The difference between those worked and the possible working-days is accounted for as follows: Lack of trade, 54; back Saturdays, 20; May Day, 1; King's Jubilee, 1; General Election, 1; death of King George V, 1; St. Patrick's Day, 1; strike as protest against slack time, 2. Employees.—ln connection with coal-winning the average number of persons employed in and about the mine was 80, made up as follows: Underground—Coal-hewers, 27; deputies, shiftmen, and truckers, 30. On the surface —17 men and 6 boys. In addition to those employed under the head of coal-winning there were on an average during the last five months of the year 6 men employed in connection with drilling and transporting of the drilling plant, also 6 others on survey and prospecting work. Expenditure.—The total expenditure in connection with coal-winning for wages, stores, mine-timber, and compensation, together with subsidy on bus fares, cost of electric power, and coal used on works, amounted to £21,657 2s. 10d., as compared with £16,648 3s. Bd. for the previous year. Goal-hewers' Average Daily Earnings.—The coal-hewers' average daily earnings (gross) were £1 lis., and, after deducting stores (explosives), their net return was £1 4s. 6d., an increase of 2s. sd. per day when compared with the previous year. Daily Output.—The average daily output was 179 tons 14 cwt., and the coal-hewers' average daily output was 7 tons 2 cwt., as compared with 190 tons 15 cwt. and 6 tons 16 cwt. respectively for the previous year. Deficiencies. —The total amount paid under the minimum-wage clause during the year was £108 18s. 6d. Accidents. —During the year there were a few minor accidents, but none of a serious nature. The total payments made under the provisions of the Workers' Compensation Act amounted to £315 9s. 6d. On the output produced this works out to a cost of 2-19 d. per ton. Underground Workings. — Coal-winning operations during the year consisted of developing an area known as the new dip section, and pillar-extraction in the south level and cross-cut dip sections. In the new dip section where workings are being developed in the solid, the seam is in the form of a syncline with the axis rising in a northerly direction. Development work in this section has been, and still is, difficult owing to the gradient in some of the places being exceptionally steep, also the thinning of the seam in others to an unworkable thickness. Work in connection with the extraction of pillars in the south level and cross-cut dip sections has been carried out in a satisfactory manner, very little marketable coal being lost during extraction. In the two latter sections there are, unfortunately, many thousands of tons of soft coal, which under present-day market conditions cannot be worked, owing to it being unsaleable. During the latter portion of the year, prospecting-work consisting of driving on the seam, which outcrops on the north bank of Cannell Creek, was commenced. For a start the coal was soft and unsaleable, and in consequence had to be dumped into the creek. As the prospecting drive was extended the coal improved to such an extent as to warrant the laying of roadways to enable the coal to be marketed. Stone-dusting.—Work under this head has been regularly carried out, the number of samples analysed from the various zones at this mine was 155. Plant and Machinery.—The plant and machinery in and about the mine has been maintained in good order and condition, and during the year the following additions and alterations were made: The chute, which was formerly used for conveying the screened coal from the screens to the picking-conveyer, has been replaced by a shaking screen.

A 4-in. diameter earthenware pipe-line 7 chains in length and a 3-in. diameter east-iron pipe 4 chains in length were laid to replace two galvanized pipe-lines which would not withstand the corrosive action of the water. An electrically driven single-stage Bees Roturbo pump was installed in the new dip section to supplement the Deeming pump which was not adequate to cope with the extra water during wet weather. A Sirocco propellor fan bO in. in diameter and driven by an oil-engine lias been installed at the prospecting drive in Cannell Creek section. Exploratory Work. Nine-mile and Ten-mile Area.—ln my previous report reference was made to the suspension of operations in connection with drilling on the reserve between Kiwi and the Ten-mile Creeks. During the latter part of the year work on this part of the reserve was resumed. The drilling plant, which had been left at bore 13, has been transported over very rugged country, and a commencement made with the drilling of bore 14. Many difficulties have been encountered in connection with the drilling of this hole, and in consequence of which progress has been very much retarded. Surveys.-^Various trial lines have been cut, surveyed, and levelled in connection with the preliminary investigations for the opening-up of the coalfield between Kiwi and the Ten-mile Creeks. The trial lines cut are as follows: (a) Line for an aerial ropeway from fhe colliery sidings at Rapahoe to the Nine-mile Creek; (5) line for extension of railway from Rapahoe to the Nine-mile Creek; (c) line for surface tramway from the storage-bin at Rapahoe to Rocky Creek, also for a branch railway along the banks of Rocky Creek; (d) line for surface tramway from the mine outlet at Cannell Creek to the Nine-mile Creek; (e) line for haulage road down the Nine-mile Creek. This work is not yet completed, pending adjustments and the taking of further cross-sections. In addition to the amount expended on coal-winning, £1,404 ss. 2d. was expended on work in connection with drilling, prospecting, and surveying. General. It is pleasing to report that the output and days worked at both collieries, together with the daily output per coal-hewer and their average daily earnings, show a decided increase when compared with the figures of last year. The output at the Liverpool Colliery was increased by over 19,000 tons and at the James Colliery by nearly 8,000 tons. The increase in the number of working-days at the Liverpool Colliery was 34-J, and 51i at the James Colliery. The coal-hewers' average daily output at the Liverpool Colliery shows an increase from 7 tons 17 cwt. to 8 tons 3 ewt., and at the James Colliery from 6 tons 16 cwt. to 7 tons 2 cwt. The coal-hewers' average daily earnings (net) show an increase of 2s. l|d. at the Liverpool Colliery and 2s. sd. at the James Colliery. This increase to a large extent is attributed to the various rates being increased by 5 per cent, as from May of last year. In conclusion, permit me to say that the officers in all branches have performed their duties in a most satisfactory manner, and I am also indebted to yourself for valuable assistance rendered in connection with several matters concerning the mines.
