1942. NEW ZEALAND.

MAORI PURPOSES FUND BOARD (ANNUAL REPORT FOR THE YEAR ENDED 31st MARCH, 1942).

Presented to both Houses of the General Assembly pursuant to Section 14 (2) of the Maori Purposes Fund Act, 1934-35.

Meetings. During the year under review the statutory annual meeting only was held. Finance. The fund invested at call with the Native Trustee as at 31st March, 1942, was £44,388. The cash receipts for the year, including interest £1,297, a grant of £425 from the Consolidated Fund, and contributions of £643 for specific purposes from Maori Land Boards, and miscellaneous revenue of £149, aggregated £2,514. The cash payments, totalling £2,418, comprised administration expenses of £288 ; and grants : Government Free Place Scholarships, £500 ; special educational assistance, £250 ; Polynesian Society, £300 ; interest payment on outstanding school grants, £322 ; and other grants of £758. The Accumulated Fund of the Board at 31st March, 1942, was £47,240, in addition to which there are the balance of the Carnegie Fund of £342 and other special funds aggregating £304. The excess of income over expenditure for the year amounted to £246. Estimates. Operations. (a) Education. -Interest payments for the six months ended 31st March, 1942, on the outstanding principal commitments, were paid as follows : St. Stephen's Maori Boys' College, £225 ; St. Peter's Rural Training School for Maori Boys, £36 ; and Turakina Maori Girls' College, £61. The usual grant of £500 was made to the Education Department in respect of the year 1941 towards the provision of Maori Free Place Scholarships. An innovation was the granting of an additional sum of £250 to that Department for administration and disbursement to necessitous and/or deserving applications for educational assistance for Maoris. (b) Health.— From specific funds furnished by the respective District Maori Land Boards, grants were made as follows : Dental Clinic in the Mangonui County, £80 ; and Children's Health Camp, Poverty Bay, £10. (c) Ethnology. —A grant of £300 was made to the funds of the Polynesian Society, Incorporated, to which body the manuscripts " Nga Moteatea Part 111 " and " The Upraised Hand " were referred. The Board announces the publication by it of the book " Native Custom and Law affecting Native Land," by Norman Smith, Solicitor, and Research Officer of the Native Department, copies of which are available from the Secretary to the Board (price 7s. 6d.). In view of the urgent need to make full use of the remaining talent in recording the pure Maori dialects, songs, and chants, a limited programme to preserve these aspects of the Maori language on phonographic discs is being undertaken. (d) Arts and Crafts. —Specific donations from various District Maori Land Boards have enabled the following meeting-houses, churches, or maraes to be assisted to the extent shown : Otakou, £125 ; Mangahauini, £100 ; Rangitukia, £40 ; Tokanganui-a-noho, £10 on account ; Kahungunu, £50 ; Waimako, £31 ; Mohaka, £50. (e) General.—The usual annual grant of £104- was made to the Waikato-Maniapoto District Maori Land Board, bsing half the allowance paid to Princess Te Puea Herangi for the year ended 31st March, 1941. Miscellaneous grants of £156 were made on behalf of and from moneys received from various Maori Land Boards. By courtesy of the Librarian of the Alexander Turnbull Library, some of the more valuable records of the Board have been stored in an inland town as a safeguard against war damage.
