PROVINCE OF NELSON. No. 1. THE SUPERINTENDENT, NELSON, TO THE COLONIAL SECRETARY. Superintendent's Office, Nelson, 31st October, 1863. Sir,— I have the honor, in accordance with the provisions of the "Constitution Act," to transmit herewith the undermentioned Act, passed by the Provincial Council of this Province, and to which I have given my assent on behalf of His Excellency the Governor, viz.,— " An Act to further Appropriate the Revenue of the Province of Nelson for the year ending 31st March, 1864." I also enclose, in duplicate, " An Act to authorise the Superintendent to raise a Loan not exceeding Seventy Thousand Pounds," which I have reserved for the signification of the Governor's pleasure thereon. Superintendent's Office, Nelson, 2nd December, 18G3. Sir,— I have the honor to call your attention to a Loan Bill passed by the Provincial Council, in its last session, for raising £70,000, to be employed in constructing' Water Works and in opening the West Coast Coal Fields. This letter was forwarded for Kis Excellency's consideration on the 31st of October last, and having had the approval of Government before it was introduced, I trust His Excellency may be advised to assent to it at an early date. My reason for recalling the matter to your tiotice is, that the summer is now fairly begun, and no time ought to be lost in constructing the Works necessary for bringing the first-class Coal of this Province into the market. I feel, in a special way, responsible for using all activity in this work, since it has been reported that a Contract has been entered into by the Government for a Steam Service via Panama. have, &c, J. Sir,— I have to acknowledge the receipt of your Honor's letter of the 2nd instant, on the subject of the Loan Billl, passed by the Nelson Provincial Council, in its last session, for raising £70,000, to be employed in constructing Water Works, and in opening the West Coast Coal fields, which Bill was enclosed in your letter of the 31st October last. In reply, I have to inform your Honor that the present Government have determined not to advise His Excellency to assent to any Provincial Loans, except on the terms intended to be imposed by a
