if at the commencement of section two, after the word "Act" where it first occurs, the words "with the view and for the purpose of suppressing or quelling the said insurrections" or some similar words were interposed, so as to override the whole section, the Act would be reduced to its proper proportions and objects. The third section would also require alterations to make it accord with the amendments made in the first and second sections. Should your Responsible Advisers think fit to pass an Act in the terms of the Indemnity Act of 1865, or an Act amended in the manner above pointed out, I shall be prepared to advise Her Majesty not to exercise her power of disallowance in respect of such an Act.
