To control the power of borrowing given to all such societies, so as to insure that it shall only be exercised in conformity with the terms of the Act or Acts by which such borrowing is authorized. (4.) To furnish periodically, when requested by any society, a table or tables showing the rates at which its shares may be withdrawn, and also at which its mortgages may be cancelled. (5.) To approve of any proposed scheme for winding up a society; such approval to be necessary before the winding-up shall become lawful. All of which is now submitted for your Excellency's consideration.
